Default Snowman Lair NM = r6/14?
since Snowman Lair has level15s in Normal mode, couldn't this be a good place to get r6/14 shields?

These are all EOTN:
Amethyst Aegis <-- slaver's only
Asuran Shield <-- not a drop
Charrslayer Shield <-- not a drop
Darkwing Defender
Destroyer Shield <-- not a drop
Diamond Aegis
Enameled Shield
Equine Aegis
Great Conch <-- raptors
Militia Shield
Norn Shield <-- not a drop
Oaken Aegis
Spiked Targe
Stone Summit Shield
Summit Warlord Shield

Core:
Aegis
Gloom Shield
Reinforced Buckler
Round Shield
Shield of the Wing
Tall Shield

A friend of mine got a gold r5/13 Oaken Aegis from this dungeon (NM of course,) so I'd say your theory is sound.

But I think your list needs work:

Amethyst Aegi (is that plural of Aegis?) drop from only dungeon end chests, so min. req will always be 9 on those.

Diamond Aegi aren't EotN-only - those can appear in NF (maybe only from treasure chests, not sure.)

I thought Stone Summit and Summit Warlord have to come from Stone Summit foes. Do the snowmen foes in there count as such?

If you want to get r6/14s from lvl 15 mobs they will need to be purple or gold only. For blues you should do lv20s somewhere.

just used the wiki list, I am not too sure about the stone summit shields.

I know Diamond Aegises aren't EoTN only, but in Nightfall they're from Vabbi iirc so that's too high level.
